HOWE prepared the Master Plan for phased expansion of Madras Port including a Deep Water Outer Harbour for handling 14.5 Million Tonnes of traffic per year. The facilities proposed in the Master Plan included:

• Construction of Breakwaters
• Dredging & Reclamation
• An Oil Dock for 60,000 DWT Tankers
• An Iron Ore Terminal for 150,000 DWT Ships
• A Grain/Fertiliser Terminal
• A Container Terminal
• A Coal Terminal
• General Cargo Berths
• Dry Docking facilities, associated services and utilities

The preparation of the Master Plan included traffic studies, shipping surveys, existing port facilities survey and analysis, hydraulic model studies, alternative proposals, layouts, preliminary designs, cost estimates, construction schedules, etc.
